Avaya CM to IP Office Caller ID

I have an issue with outbound caller ID passing through Avaya CM to the PSTN. When I run a trace, I see the extension on a trace coming out of IP Office, but when the call goes out there is no caller ID

Avaya IP Office -> (tie Trunk, h.323) Avaya CM (ISDN/PRI) -> PSTN
x2259 -> (Trunk 3) Avaya CM (Trunk 1) -> PSTN
 
What is your P-T-P trunk between CM and IPO? Voice Networking licenses are needed in the IPO to use QSIG on p-t-p PRI trunks. When I have setup IP Office to use trunks in the CM for outbound dialing, we setup the outbound CLID in the CM.

The trunks are H323 between IPO and CM, and they are set to QSIG on the IPO

I tried setting the CLID on CM, and CM does not send any caller ID out the PSTN trunks
 
How is your ARS configured in IPO?
