Avaya CM to Cisco 2851 Routers

I am tasked to provide Analog service to remote site utilizing IP trunks from S8700 to cisco 2851. I have set up the sites, installed the routers, programmed them, connected thestation wiring to the RJ-21 on back of Voice server card. I have administered the PBX and have connectivity from each site to the PBX.

The trouble is the individual site are not able to call each other. They get dead air when dialing the four digit extensions for the other site. They can call HQ at the PBX site and HQ can call them. Any ideas?
 
Without knowing the details, first guess is always to disable shuffling or direct audio on those trunk groups. Try nailing down that speech path to DSPs at HQ and not doing direct audio between branches and see what happens.
 
Can you post a list trace of the call? Are you keeping all the calls in the same ip-network-region?

Can you ping from remote site to remote site (or really, in this case, an RTP stream)? I'm getting at firewall rules -- often times the network will have branches/spoke locations allowed to only talk to the main site.
