Avaya CM external forwarding CLID issue

Avaya CM integrated with CS 1000 and external calls routing through CS 1000. CS 1000 external call working fine and customer satisfied with caller ID. But CM external to external call forwarding rejecting CS 1000. CS 1000 working call forwarding scenario.

External number(30030037)-calling-Extension B (100)-call forwarding to mobile (55761713)- CS 1000 rejected call forwarding

 
When the external number calls to Extension B (100) is the call delivered on a trunk terminated in the Avaya CM or does it come in on a trunk in the CS1000? I ask b/c this sounds like a 'trunk to trunk' transfer restriction.
