Avaya CM authorization codes not working

I have a CM I am trying to set up authorization codes
My station COR has a FRL of 0
My route pattern 15 has FRL 5
My trunk group has FRL 5.

Test calls get the tone to put in the auth code. Put in the auth code and get wave off. If I change the COR FRL to anything else I get the same thing. Except if my route pattern and my trunk group FRLs are 3 or 4 and my station is higher or equal to 3 or 4 then it just goes through. Any help on the topic?
