Avaya CM 6 Enhanced Call Forwarding Issue

Station has enhanced call forwarding active forwarding to a cell phone. When called from an internal number it will forward the call, when someone calls from a cell phone to the station it does not forward the call. The call trace on the station shows it is forwarding the call but says term trunk-group 1 then idle trunk group 1. You can still hear ring back when calling from the cell phone, but the cell phone the station is forwarded to is not ringing. Thinking this could be a trunk to trunk transfer problem but not sure where to look to verify. Any help is greatly appreciated.
 
On page three of the station form change External calls ( Enhanced Call Section ) to " y " under the Active field.
