I received a couple complaints on the operators phones (9650's), that at times they do not have the option to transfer or conference a call. When I display the errors on those sets, I see 2 error codes that seem to be the source of my problem. A 1738 conf/xfer unstable call and a 1746 which points to you can not transfer a vector call. What constitutes an unstable call and is there anyway around the vector transfering issue?
