So I have an issue.

I can call a user's phone and get routed to voicemail.
I can leave a voicemail
I can set message options, while leaving a message

The user will log in and they get a message that they have NO voicemail messages.

Storage appears to be synchronized with the application server

Restarted Messaging on both servers
Restarted both Servers

Any help would be appreciated

I'd have to say that storage might appear to be synched but it is not. Have anyone do any network changes about the time this started? Have you double checked your connector IP address? For some reason application and storage are not talking together properly.
 
So what was done to resolve the issue.

1. In the network configuration of both servers, the host name was not there/removed
2. Domain was set wrong
3. Server Alias in the Mail options was removed.

Once all this was done and the servers (both Storage and Application) were restarted, all messages started processing correctly.
