Avaya Attendant calls won't release until party or VM answers

We had three Definity legacy PBXs rel 9 & 11 in a DCS arrangement. The third one has been replaced by a Cicso device. There is a PTP trunk between switch 1 and 2 and 2 to 3. PSTN calls to the attendant at switch 1 will not release until the party or VM answers at switch 3.

Calls to switch 2 release immediately.

Incoming calls from PSTN transferred by attendant to another PSTN trunk release immediately.

Any ideas or help ?
