Avaya 9621G phones Dial delay issue

When the phone is powered up it will try to load a file named "46xxsettings.txt" from a web server, the IP Address of the webserver is to be set manually or through a DHCP scope option 242 parameter.
The scope option is text based and must contain the phrase "HTTPSRVR=xxx.xxx.xxx.xxx" where xxx.xxx.xxx.xxx is the ip addres of the webserver.
The "46xxsettings.txt" file must have a phrase "DIALPLAN= <a valid SIP dialplan as explained here - Page 130
There are many more perameters which can be set within the "46xxsettings.txt" file, read all a bout it here - Page 66
