I have an Avaya IPOffice 500 V2 v9.0.1.0 build 845
I have recently been getting a number of users complaining that their 5402 Handsets are locking up.
You still get a dial tone on the phone and a display however none of the buttons work. The only way i have found to remedy the problem is to unplug and plug the handset so it reboots.

Anybody seen this before?

Avaya wants you to buy new phones, so they started breaking old phones just like Apple! LOL

Seriously though, you might have some corruption in the data base that is screwing up the phones. I have found most of the time, you can cure corruption just by doing an upgrade to the next release. Try kicking it up to 9.0.2.0 and see if that fixes it. Another thing just to check is are all those phones on the same card?

Actually any R9 before 9.0.3 was pretty bad, latest you can upgrade to without a license is 9.0.12.

Do you know where I can get 9.0.12?
My vendor wants me to upgrade to all IP phones and is not been too helpful.

?! In my world "My vendor" is the person to whom I give (however reluctantly) money - but in return its I who asks them to do things. If you have a vendor who is not providing support, let them know you're looking for a vendor who provides better support.

Stuck in a never ending cycle of file copying.

That's ridiculous. Upgrade to the latest 9.0 is free of charge. The only you have to pay can be the work time. If you have a service contract the vendor should do that FOC.
