Avaya 509 r7

I have just installed vm for a avaya 509 r7. Everything works fine on the voice mail but line 2 will not let them dial out. They have 8 lines and all the rest work fine. does anyone know what I might have done by accident? I did not install the 5097 just the vm.

Flip flop line 1 and 2 at the control unit to confirm that it is not a telco problem.

Is the trouble with 1 extension, or all extensions.

Extensions can be restricted through #302, #307, #401, and #405
