Avaya 3524GT switches with IP Office

I have a situation where I have configured approximately 6 data switches in different closets with 3 separate Vlans. 1=Data, 15= Voice, and 16= Video. I can't seem to get he Voice vlan to work at all. Data is flying. The phones will come up and ask for an extension, them boom (discover xxx.xxx.xxx.xxx)for the IP Office address. I am trying to figure out what I might be missing here. Can anyone give me a little kick to get the brain going?

Routing, routing and routing.
Did you run the command to set it up?
There is a special command to set the switches up for the IPOffice.
It will create a voice vlan for you.
Use that and add extra vlans when you did that.
