Avaya 311A ISDN Console

Hi all

Alittle before my time on this one but I am trying to test a 311A ISDN console.
I have it programmed as follows TN754C, added attendant type: console , set to the first port, port is 4 wire connected through 1151A1 power brick. Screen lights up some functions work.

My question is...is this the right settings? Does it need to programmed differently and do these units get dial tone? The way its set up now it does not.
