Avaya 2410 shows service state: Disconnected, yet the screen shows all lines.

This is a weird one, even for me.

I have a 2410 with a port assigned. The screen shows the three line appearances and the other programmed buttons; however, there is no dialtone. We changed the ports, still NDT. Whe you status station, it shows "service state: Disconnected", yet I see port: 01B0419. We did the TTI code just to confirm.

Indeed can you trace the pairs with a toner or even a simple multimeter , if you twist the pair at one end (socket) , then remove from the frame and contact the same pair does it create a short circuit??
