avaya 100 dcd split voice/data 1

I am a "data guy" and don't have access to the csu/dsu. The company in charge of the phone system has configured two 100 dcd cards for a point to point t1 line. The voice portion of the line is working fine. The data side is down, but works while someone make a call across this line. The company that does the phones is telling me that I need to send something to start the connection but I/them don't know what that would be. I have cisco routers connected on both ends with v35 cables. The routers are running hdlc but none of the keepalives go thru unless someone is on a voice channel. Any suggestions on possible config problems on either the ciscos or csu/dsu would be appreciated.
 
Here are the notes I keep for myself when administering the DCD card. Caution: I created these notes to help my memory and are geared towards my needs. Give this to your phone guys and make sure they are set up correctly. Maybe they will see something they missed.
