AV Corporate, scan throttling questions, server side.

I'm having issues where my users are experiencing crippling performance due to rtvscan.exe running 99% cpu.

Unfortunately I have no control on the server side, just that I feel our AV admins do not understand this option if it exists for scheduled scans.

I need something to present to the table in our next meeting.
