yes user has console permission.

But When I try to change the password, and try to enter the FEA (*69) I have a busy tone.

use the telecommuter extension

Code:
display telecommuting-access
                              TELECOMMUTING ACCESS

                     Telecommuting Access Extension: 2345

display feature-access-code

Station Security Code Change Access Code: 788

cannot dial 788 from IP phones using FAC from phone
you can use FAC after using telecommuting access extension

cannot change security code on X ported stations unless TTI is turned on

but always when I trace a station it displays:

denial event 2059: SecCode change disallowed D1=0x8c4a D2=0xab9

2059 SecCode change disallowed
/* change of security code through fac not supported for IP */

Dialing the FAC to change security code is not allowed from IP phone. But, you can use IP phone to dial telecommuter, then FAC to change security code
