Automating the Database Password

Is there anyway to control when and if the "Database Password" prompt appears for users? I'd like to have it such that when a user opens the MDE, it detects the NT username first, then determines whether it should continue and show the "Database Password" prompt. This would also allow me to stop most users from importing data into a blank database. Any ideas?
 
Sounds like you are using an *.mdw file, I have not found a way to do this so I started building the athentication into the database itself by creating a table with user permissions and a startup form that athenticates the user using Environ$("USERNAME") to return the NT username. Sorry that I don't have a direct answer to your question.
