That would be a CO feature. The IP Office isn't going to keep calling the number to figure out if it is free. This is possible to an extension but not a trunk.

Do you mean dialling out and all lines are in use and want to be notified when there are trunks available?
On the IPO you just have to dial the number then sit and wait if all lines are in use.
