Automatically Open a shortcut rather than prompt

I am setting up a page for my Intranet that I need buttons to reference terminal emulation configuration files. (Reflection) All of my workstations have Reflection so I would like for the links to open automatically and not prompt to "save to disk" or "open from current location" when double clicked. I can not figure out how to get this done.

Yes. If you answer "open from location" it opens the Reflection app without a hitch, actually it opens an Active X version in IE 6.0 which is another can of worms, but I dont want my users to have the option to save it.
