Automatically creating sites/pages with code

Here is my task.

We have created a template for subsites on our sharepoint site. Subistes will be created from the templates for different teams. The users for each team will be non-IT end users.

We would like to create a form that the user fills out that then using that data create the subiste automatically using that collected information to populated the newly created subsite.

Looking for ideas on how to do this?
