Automatically create new site based on record insert

I have a custom list that when I add a new record to I want it to automatically create a child site from a template. In theory....

From main portal - Input new record to list - save
Creates new site based on template x with standard settings (permissions etc)
Passes URL to original record to provide links from main portal to all child sites

Any guidelines on getting started on this?
