Automatically authenticating a non domain member on ISA server

We have a few 3rd party vending machines on site that need access to the internet. They are running win 98. We do not want to join them to our w2k AD domain for security policy reasons.
We have created accounts for them on our ISA proxy.(kiosk1 etc etc) The problem arises when users of the machines close IE or search a new site the proxy prompts them for re-authentication. They enter the wrong credentials and the account gets locked out. We have written a script to automatically reply to the authentication request but the box still pops up for a split second and if the user happens to be typing they manage to change the password and hence lock themselves out. I know we could automatically authenticate the machines based on IP address. The problem is the ISA server needs to be configured as a firewall for this functionality....we have it set up as a cache only server.
Is there anyway of getting rid of this annoying problem that has got us all abit stumped -Help :) thanks.
