Automatic updates, BITS & Windows Installer won't start on Server 2003

I cannot start any of the above services on a Windows 2003 Server. I've searched for fixes for each of the individual services, but none work and as Windows installer is not running, I can't install anything

When I try and start Automatic Updates, I get 'Could not start Automatic updates service on Local Computer. Error 0x80004015: The class is configured to run as a security id different from the caller.'

The Service is set to run as Local system - I've tried manually specifying Administrator - no luck. I've searched the registry for fixes specified here, but can't find the keys there.


When I try and start BITS, I get 'Could not start Background Intelligent Transfer Service on Local Computer. Error 1068: The dependency service or group failed to start.' The Service is set to run as Local system - I've tried manually specifying Administrator - no luck

When I try and start Windows Installer, I get 'Could not start Windows Installer Service on Local Computer. Error 14007: The requested lookup key was not found in any active activation content.'

I tried to register & unregister 'msiexec' from ...\system32 -> no luck.

I also went to gpedit.msc and disabled Local & Computer configuration

Can anyone assist
