Automatic System Recovery in Windows 2003

With NT 4.0 I used the rdisk utility for creating a floppy repair disk and with Windows 2000 I used the Backup utility to make an ERD diskette. With Windows 2003 you also use the Backup Utility. However with Windows 2003 it not only creates the ARS diskette but it also appears to backup the System State and the System and Boot partition. If this is correct I am questioning why one would use this if they already have a third party backup program (like Veritas Backup Exec 9.0) backing up a server. I would appreciate any
opinions on this.
