Automatic response to messages

I'm running Exchange 5.5 and the clients are using Outlook 98-00. Is there a way to setup so that the clients can automatically respond to incoming messages?
 
The rules wizard in Outlook 2000 can do this. In the rules wizard choose 'Check messages when they arrive', choose the conditions on which the rule should be activated (just click Next for all conditions.) Then choose the 'Have server reply using a specific message.' Click on 'specific message' to compose the automatic reply. I think this is just for Outlook 2000 though.
