Automatic Removal of Proxy Server From an array

We have three Proxy server both of Them Using Operating system Windows 2000 and Proxy Server MS-Proxy Server 2.0. An Array has been created comprising of these three proxy server . Now I want if Internet Browsing stops on one of the server It is automatically removed and as soon as the browsing starts it automatically joins the array .

Kindly help me in this regard
