I do not think this is possible. I know that you are refering to Mysite where the user has all their own documents and even access to Outlook web access but I think the reason this is setup this way is because Mysite stores other information from SharePoint. For example it creates a personal view for each site that the user tries to personalize. If the user never personalizes, then it tries not to waste hard drive space for something that will never be used. In addition, there may be accounts that you may not want to have a Mysite so to cheat the system, you can hide the link.
