Automatic message on outgoing calls

What I'm trying to accomplish is this:
An employee places a call. Upon answer, the phone system automatically plays a message to the caller person and THEN allows the employee to talk to the called person.

This is an SV8500, and I have the latest OW5000 and I have an VS32 conference server with free ports and I also have an old AD64 voicemail system at my disposal.

Any suggestions?
 
A hotel that I took care of used something that might work for you.
It's a box that went inline with the handset. At the beginning of a shift the user would press record and speak "Thank you for calling XYZ hotel". After that, when they answered a call, they would press a button and the caller would hear the recording. It was transparent to the caller and the attendant didn't have to repeat the same thing 100's of times shift.

I looked and I'll be darned if I can find it. I think it was called a "Parrot".

I'll keep looking.
