How can I.. in a Windows 2000 Domain.. with Windows 2000 Clients.. Log off all users at a certain time? or log off after being idle?

Or shut down all machines after a certain time... I tried using the Windows RK for shutdown.. but all it does is go to a 'it is now safe to turn off your machine' screen.. and doesn't actually shut it off... thoughts?

start settings control panel, administrative tools, local security settings, local policies, security options..
select "Automatically log users off when logon time expires" as enabled.

I'm not sure what the default setting is.. somewhere between 3 and 12 hours

if you are trying to do what I was trying to do.. (force logoff for people who leave their computer locked overnight) this will work.

you can also set this as a domain-level policy, which will override any changes in the local policy.
