Automatic Lock Down

I would like my users computers to lock down after they are idle for 5 minutes, requiring the user to CTRL-ALT-DEL to log back on. Whatever they were working on would appear on the screen, and they should not have the ability to turn this off, as in setting up screen saver.

I have several machines that came delivered with this enabled, however I cannot find where to set it up.

You can enable a screensaver to come on after 5 mins, in this box there is a checkbox to ask for a password to turn off the screensaver.

This can also be enabled in group or local policy.
 
There are "clear" or transparent screensavers that still show the desktop while they run. This enables the lockdown while still showing the desktop.
I can't recall if you can grey out screensaver options in policies or not.
