Automatic image generation

Hi, I'm looking for a way to put an image on top of another
Image automatically.

I have 2 sets of images 1 set is image files about letter size, and the other are images about 4" x 4", a new file must be generated putting the 4 x 4 file on top of the letter size as a electronic "sticker", on an automatic process, (there are about 900 of each).

Any help is highly appreciated
