Automatic Certificate Enrollment Failed

I have a Windows 2003 SBS server at one site and a 2003 R2 server at another location with the site-to-site VPN between the sites. I get an "Automatic certificate enrollment for local system failed to enroll for one domain controller certificate. Access is denied." Event ID 13.

I found a post by yipster that said he resolved the issue by adding the domain controller group to a cert group.

I am not sure how to do that. Does anyone know how to do this?
