automatic archive in R6

I work as a junior admin for a state department in NYC; My boss wants me to find out how automatic archive works in lotus notes 6.5.1. It seems to be working when I set up the automatic archive, but the problem is when I try to open the database it gives me this error "Generic LSE failure (no more info!)". the file is created, but there's nothing inside of it.

Can anyone help please? how can I make it work?
