Automated Attendant won't transfer to new extension

On our Merlin Legend, we added a new extension. We can dial this extension internally and it works, but outside callers get the message "Your call cannot be transferred to this extension."

The extension is in the same range as all the rest in the building (226), the extension on either side (225, 227) are both working fine.

Can anyone lead me in the right direction?

Is the extension built in the voicemail? It needs a mail box created or a transfer only entry for the AA to know what to do with it.
