Automate test calls?

We have a call center and would like to automate testing our various incoming numbers. Basically we would like something that would dial a list of numbers and if the number does not ring and answer correctly, it would email a distribution list to notify of a possible problem.

We would like to proactively know when a phone number is not working correctly (fast busy, etc.).

Are there APIs to program an application to do this or perhaps a good service that could provide this?
