automate procedure to send email from access

Hello, I have a dilemia,
The first thing that i need to know is if a procedure can run automatically from within access even if access isnt opened.
If so then,
I need to be able to set off an automated process in access to run once a day.
This process will run a query based on certain criteria to a report.
This report shows what customers havent returned thier devices yet.
I want the procedure to then send an email to each user based on if they meet the criteria in the report.

I already have the thread 702-396121
which is great in explaning how to send the mail, I also have the query and the report, just need to know how to trigger the event and automate them all together.
