autoflow customization in text frame threading

i am trying to resolve an issue i am having with threaded text frames in a layout project. i have three frames threaded together to handle overflow from added text due to the layout being used in different markets.

the last text frame in the series contains a footnote which is bottom aligned to sit on the same baseline as other elements on the page. what i am hoping to achieve is to have the file set up such that if i were to have text overflowing into this final text frame, that it would somehow flow in AFTER the footnote, thus bumping it up to the top, yet having the newly flowed in text still be bottom aligned and sitting on the baseline. the footnote needs to be live text - i already thought about making it an inline graphic - but it needs to be editable.

any thoughts?
