Autodial 911 when going offhook

IPO standard mode 7.0(36). Want to make an analog phone dial 911 when going offhook and Im getting weird issues. I also tried it on a digital extension same results. Both phones can dial 911 if dialed normally. Customer has a PRI.

Shortcodes Tried:

?D/dial/911/50:main
?D/dial direct/911/50:main
?D/dial emergency/911/0 and 50:main

I also could not get it to dial out to an outside number but it does work to an internal extension. My monitor log decided not to save correctly (Ill make a new one soon) but it basically said it could not find line group ID 0 for some reason. I believe I also tried with ; after numbers but I can't remember (was a rough day yesterday). I am not sure if it is a version issue, or I am just making a rookie mistake
 
Are your lines in group 0 outbound? The error message usually is that no ARS form 0 is found. IPO will go on to search for outgoing line groups then.

Perhaps dial 3k1 is needed?
 
Ya 0 is the lines outbound group ID. I took the customers config and tried it on my test system and it worked just fine. I am thinking perhaps I need to reformat and recreate the SD card and see if it helps.
 
Don't think so. If you have to recreate something it would be the config. But I think you run into some kind of incompatibility with the line provider.
 
Run a monitor trace, Set filters to default, plus layer 1,2,3 on the ISDN tab and make a test call. If you can link this should be able to tell why the call is failing.
 
I'm pretty sure that the ?D shortcode only works with a feature of DIAL EXTN...
