autocad 2000 dimensioning help

In autocad 2000 I find that when I demension different drawings on different layers, when I turn off the original dimensioned layer the arrows on the other layers also go off. I have tried to set all the dimensioning variables to "by layer" but find that it does not help. Does anyone have an idea as to how to fix this problem.

I am using the dot in my current drawing, but the same thin happened when I used the tick or oblique.
