auto ring down locking

i have three auto ring down circuits that are programmed on two different extensions. on one of the extensions when any of three have a call and doesn't get picked up, it goes into that ext voice mail and then locks the line up for approx 5 minutes. this doesn't happen on the other extension. the ext/voice mail are not tied into this user, so i am not sure what to check. any suggestions are appreciated.

Are these 3 ring down circuits assigned as personal-CO-lines on this extension or is this extension designated as the primary extension for these lines? If so, that is why they are going to that extensions voicemail.
