Quick question

setting up an auto forward rule - when an email hits this account forward to abc@123.com

where abc.123.com is an external email address

when i enter this address into the rule itself exchange do not forward to the account - should it? or should these types or addresses be set up as "contacts" within AD?

You got it. Create a mail enabled contact and then specify that contact in the forward. After you set that up you may want to hide the contact from view in the GAL.
