Auto-Declining Appt's When out of Work Schedule?

I have set up a resource in GroupWise that should be available for users to use (schedule) from 8:00 AM to 6:30 PM. I have created a rule to automatically delete/decline an appointment if there is a conflict. My problem is that users are still able to schedule the resource outside of "business hours" and the rule does not automatically decline the appointment.

Is there a way to do what I am trying? I cannot believe that this great groupware product would overlook such a seemingly obvious option/feature.

Oh yeah, I forgot to mention that I am using GroupWise 5.5EP, but will be upgrading to 6.0 in the near future (in case that will help).
