Auto attendant

I have programmed an auto answer on Ipecs Mfim 300 phase 5.6 and the following is happening;
1. The system can't hold for the operator or go to the operator if you dot press a button, we have some other callers who can't press digits from their devices so we want that all to be routed to the attendant as an error.
2. I have two attendants but the auto attendant cannot evenly distribute the calls,it only routes to the system attendant the other attendant will remain idle.
Is there a way of allowing the attendant to receive calls evenly when you press 9 for the operator.

regarding 1: check PGM 167, sounds if the error reroute is set to tone.

Question 1: Set error destination pgm 167 to attendant
Question 2: a) Firstly, add both your attendant extns as the day answerers on your lines. b)On your pgm 228 CCR table under pos 9 add a fictitous hunt group eg hunt 629 (a group number that has not been populated or created. Just use a free group number that has no extns in it. When you dial 9 the system sees the fictitous group and routes the calls to the day answerers (both phones ring). Remember to switch off the error voice on pgm 167.
