Auto-attendant transfers the call to operator even if caller hangs up

Guys,
We have 7 lines analog lines connected to our system. If outside caller calls the main number and it gets answered by the auto attendant. If the caller disconnects the phone before zero dial out time then it still rings at the operator extnetion. Then operator answers the call and gets a hangup signal because caller already diconnected. It seems the system still shows the active line even if the caller hangs up. How can we troubleshoot it and where the problem could be???
 
In addition we have switched our service to new service provider. Instead of putting these lines in a hunt group, they put it in an incoming sequential forward routing. They say it should be the same as hunt group. Do you guys think it could be the part of the problem???
 
You are not receiving the disconnect signal from your new dial tone provider.

If is called variously Positive Disconnect, Open Loop Disconnect, Cutoff on Disconnect, Calling Party Control, Reliable Disconnect, and other things depending on who your new CLEC is. Many CLECs have never heard of it, and have no concept on what it is, and how it works.

You are looking for a removal of loop current, lasting at least 500 mSec when the caller hangs up and you do not. You can see it with an Analog volt meter, and you can simulate it by pulling the line cord out of the CO port for 1/2 second and plugging back in.
