Auto-attaching a PDF to default e-mail client

I would like to achieve the following in the cheapest way possible:

All our users currently send orders to suppliers using a HTML generated form. They File > Print to a fax printer driver and send via our fax server software.

This works fine but there is no easy way of sending the order via e-mail due to broken links in the graphics etc. Therefore, it would be great if they could create a PDF document and then attach this to an e-mail.

However, everyone knows how fickle users are; they want to do this in the easiest way possible. So, is there an easy way of creating a PDF document and auto-attaching this to an e-mail in the default mail client without using the expensive Adobe Acrobat software (we have over 250 users!)?

Any help or advice would be really great.

They do expect companies to pay for the product. They have site licensing that might be cheep?--I know relative.

I have seen another program, (maybe Symantec?), that claims to create PDF documents. Don't know if works, and may have limitations.

The auto attach is a bit easier. RT click (on PDF file) and send to mail recipient.
