Auto archive not working

I have one user whose auto archive does not work but manual archive does. I've tried different locations for the archive and different pc's. I've also ran maintenance on his database.

When the GW client starts the auto archive process starts and appears to working but nothing happens. When I check the archive folder (through explorer) I see new files are being created that makes it appear to be working. But nothing leaves the inbox.
