Auto-Archive New Folders in Outlook

I'm trying to find a way to set either a GPO, or some rule which will apply Auto-Archive settings automatically to new folders created by users within Outlook 2003. I am currently using Exchange Server 2003, and haven't had any luck finding information on doing this. Is there a way other than having users manually going to their Auto-Archive settings and pressing "Apply these settings to all folders now" every time a new folder is created? Any help would be greatly appreciated.
