What do you mean with registered users? A database of users and passwords that you create on your own, or regular windows accounts?
For the first, you can use different ways. You could use ASP pages that can interact wiht a database with usernames and passwords.
For the second one, despite that you could do it programatically also, I think it is a lot easier to use IIS to select the kind of authentication required on an specific Site, like Integrated Windows AUthentication or BAsic Authentication. YOu can find this if you go to the IIS snap in, and click check the properties-->Directory Security of the site or virtual directory.
