Authentication token manipulation error??

Gurus,

Im new to redhat linux, i am currently facing this error everytime i change my own password. I believe other users as well. I can only change it when i change to root access and do it by "passwd username". Any idea, why im getting this error? also, can somebody direct me to the right path to solve this?
